It takes payment in XMR and executes Amazon orders on your behalf. Not an exchange / swapper as I would normally define it. Merchant service perhaps?

I would bet that it has to do more with the aforementioned service getting spooked than a "real" legal threat. That happened a lot in the Tornado cash / samourai wallet era. If Anonshop needs KYC legally, then shouldn't every brick and mortar store in America who sells gift cards for cash need KYC?

Even if something is technically legal, a business might rightly be scared of regulatory pressure. We've seen governments pressure businesses in various ways in the past even when the business is fully legal.
