we are not talking about a perfect world. We are talking about what the current state is. That constant seems to be the limiting factor for levin throughput. We can talk about that in a separate issue. And close the current one. It isn't even replacing levin though. It's just redesigning the block sync protocol. To redefine in terms of packet size doesn't change there's a constant we'd have to hard fork regarding which is evaluated to a literal amount of bytes.
