I did a search of my Home Directory and found "hashes.txt" and "hashes.txt1" there. Would I need to move these to the "Downloads" directory in order to do the verification before installing the Monero wallet?

No, it doesn't matter where the file is

You just run 'gpg --verify hashes.txt' after verifying/importing binaryFate's GPG key

I just did a search in my Downloads directory and found the hashes.txt folder there as well. I guess I am good to go on doing the verification now. This "403" error sure caused a problem for me. I must get this straightened out and am checking with my VPN provider. I am also going to looking into the browsers I have been using. In the past I used primarily Firefox and occasionally<clipped message>

Brave. I rarely use Chrome because I do not trust Google. I only have it because some sites I have encountered require Chrome. I am thinking about just using the Tor browser for my Bitcoin and Monero activities. Depending upon what I learn form my VPN provider I may have to deactivate it in some cases, ie, this experience tith hetting these hashes.txt files.

The issue with getting the hashes is not a problem on your end. Many people have been blocked from the site
