This is exactly a problem which is solved by publishing a view key. Current view key implementation is flawed, but with FCMP++ and Carrot this will be perfectly usable for a scenario like this

I think one unpopular suggestion is that the government can just make all the crypto exchanges delist monero and any privacycoin, and have people explain why certain accounts either transfered them money or why you transfered money to someone else's account, and then just have whitelists for all crypto addresses and ban all other addresses from interacting with the banking system
